No good solutions here, just an observation that you can mostly tell who in the comments has direct experience with the dynamics of federal agencies + contractors and who doesn’t. Unfortunately things that normally work outside of that dynamic do not often work in it (and vice versa). At my agency, the contractors had to figure things out or quit/be fired, there was no scenario in which a pushback would have been successful.

Realistically, finding a new job (especially comparable) could easily take months so they’ll have to choose best of bad options for themselves. I think these types of parking problems are relatively but it’s more irritating or frustrating when things change after employment starts.

OP mentioned one of her leaves being 6 weeks. How many people in the US even get that for the entire year, let alone for one trip/leave.

In reply to Cynthia. Commuting time is unpaid for most people. There are many people with challenging commutes (various combinations of car-train-shuttle-bike-foot). You are very lucky if you have a short commute that involves just one method of transportation. Even more lucky if you have free parking or can work remotely. I get that it’s unfair for the commute to change dramatically, but that does happen.
